EXPRESSION OF INTEREST
REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY FOR THE YEAR 2026 SPECIAL INTERVENTION FOR MAJOR INFRASTRUCTURE PROJECT

1. PREAMBLE
The Nasarawa State University, Keffi is desirous of engaging the services of Consultants in the underlisted fields for project under the Year 2026 Special Intervention for Major Infrastructure Project – Construction and Furnishing of Faculty of Environmental Science. Interested consulting firms with relevant cognate experience and good track records of performance are hereby invited to submit pre-qualification documents.

2. ELIGIBILITY REQUIREMENTS
The pre-qualification documents should be in the following order:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC, or CAC₂ and CAC₇;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026 with minimum average annual turnover of N20 Million;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidders whose annual turnover is N50 Million and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) valid till 31st December, 2026 or valid Certificate issued by the Bureau of Public Procurement (BPP);
g. Evidence of Firm’s Current Practice License (Year 2026) issued by the relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CARBON, etc.;
h. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Nasarawa State University, Keffi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director of the company has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
i. Company Audited Account for the last three (3) years (2023, 2024 & 2025) certified by a Chartered Accountant/Auditor;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including Current Practice Licenses issues by COREN, QSRBN, ARCON, CARBON, etc.;
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects;
m. For Joint Venture (JV)/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, Interim Registration Report (IRR) and Sworn Affidavit are compulsory for each JV Partner);
n. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and Email Address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

3. SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound copies of Expression of Interest (EOI) separated by dividers and arrange as indicated in sealed envelopes clearly marked as “Expression of Interest” and addressed to the Vice-Chancellor, Nasarawa State University, Keffi, PMB 1022, Keffi, Nasarawa State. Furthermore, the reverse of the sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Old Senate Chamber, Old Administrative Block not later than 12:00 noon on Friday, 28th August, 2026.

4. OPENING OF EOI
a. The EOI are scheduled to be opened during a public opening ceremony on the deadline for this advert at 12:00 noon, Friday, 28th August, 2026 at the Old Senate Chamber, Old Administrative Block of Nasarawa State University, Keffi.
b. All prospective Consultants are invited to the public opening ceremony and also advised to bring relevant original documents for sighting.

5. PLEASE NOTE:
a. Submission of EOI to Nasarawa State University, Keffi is neither a commitment nor an obligation to engage any Consultant or his agent.
b. Advertisement for Invitation to Pre-qualification should not be construed as a commitment on the part of Nasarawa State University, Keffi nor shall it entitle any Consultant to make any claims whatsoever or seek any indemnity from Nasarawa State University, Keffi.
c. Due diligence would be followed as all documents submitted would be verified. Past executed services, consultants’ offices may be visited for verification. Any discrepancies found would summarily disqualify the Consultant.
d. The EOI will be opened in the presence of CSO’s and Professional Bodies.
e. Only shortlisted Consultants will be invited at a later date for collection of request for proposals.
f. The Nasarawa State University, Keffi is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
